Costa Rica’s Zona Franca (Free Trade Zone) regime — administered by PROCOMER — is one of the most generous investment incentive packages in Latin America. Over 400 companies operate under this regime, exporting over $14 billion in goods and services annually.
The Zona Franca Regime
Established by Law 7210 and its reforms, the Zona Franca regime grants qualifying companies a package of fiscal incentives that includes income tax exemptions, duty-free imports, and sales tax exemptions — all in exchange for minimum investment and employment commitments.
PROCOMER’s Role
PROCOMER (Promotora del Comercio Exterior) administers the FTZ regime, approves applications, monitors compliance, and provides export promotion services. Working directly with PROCOMER or through CINDE facilitates a smoother application and onboarding process.
